Job Description of the Deputy of Finance and Administration
Job Description (Bylaw) of the Deputy for Finance and Administration Kabul Polytechnic University
Position Objective:
To control and supervise revenues, expenditures, and payments; and to oversee financial and accounting affairs, the Directorate of Communications and Public Awareness, procurement and logistics, information technology, and the library of Kabul Polytechnic University.
Duties and Responsibilities:
- Prepare weekly, monthly, quarterly, and annual work plans in alignment with the University’s overall work plan to achieve the anticipated objectives.
- Lead and manage subordinate personnel to ensure the achievement of planned goals.
- Develop necessary financial and administrative policies to enhance efficiency and work productivity.
- Organize, supervise, and advance the University’s financial and administrative functions, including planning, procurement, and other related financial and administrative affairs.
- Prepare the budget and oversee its implementation in coordination with relevant departments to ensure coverage of ordinary and development expenditures.
- Defend the University’s budget at the Ministry level to secure funding for ordinary and development expenditures.
- Take appropriate measures to resolve issues related to the ordinary and development budgets during the mid-fiscal year (budget reallocation period).
- Supervise the execution of budget expenditures in accordance with applicable laws and regulations to ensure transparent accountability.
- Oversee the executive activities of the relevant directorates to accelerate implementation in their respective areas.
- Supervise and control shortlisting processes and the work of designated human resources committees to ensure the recruitment of qualified individuals.
- Provide necessary advice and information to the University President on financial, administrative, and planning matters.
- Cooperate with faculties and other University departments to facilitate and coordinate their administrative processes.
- Approve financial documents and related procedures within the limits of legal authority and the University’s financial capacity.
- Evaluate the quality of staff performance to enhance work productivity and improve their professional capacity.
- Perform other duties related to the position as assigned by higher authorities in accordance with laws, regulations, and the objectives of the University Presidency.
