Achievements of the Deputyship for Finance and Administration of Kabul Polytechnic University After the Establishment of the Islamic Emirate of Afghanistan

In the Publications Department

The Publications Directorate, as one of the key departments of the University, operates in the fields of audio-visual media and printing. After the establishment of the Islamic Emirate of Afghanistan, this directorate was equipped with modern tools and equipment in the aforementioned areas, enabling the effective and organized implementation of its activities.

Before the establishment of the Islamic Emirate of Afghanistan, the operations of this directorate faced numerous challenges and disruptions. Fortunately, after the establishment of the Islamic Emirate, these gaps were effectively resolved, leading to remarkable progress in the audio, visual, and printing sectors.

The following achievements were implemented after the establishment of the Islamic Emirate of Afghanistan:

  • Procurement and acquisition of modern audio and visual equipment, including photography cameras, video cameras, voice recorders, hard disks, and more.
  • Procurement and acquisition of modern printing equipment for the directorate’s printing unit, including black-and-white photocopy machines, color photocopy machines, a 50 kW transformer for electricity control, and a Ricoh printing machine.
  • Creation of a YouTube channel for broadcasting and publishing videos of seminars, workshops, student project defenses, conferences, and other events that require publication.
  • Printing of faculty members’ authored and translated works that had been pending publication since the years 1396, 1397, 1398, 1399, and 1400. These works were printed and delivered to the University’s public library for use by faculty members, students, and other interested individuals.
  • Creation of an internal WhatsApp group for sharing and publishing reports.
  • Creation of a WhatsApp channel for sharing and publishing reports.
  • Creation of a Twitter (X) page for sharing and publishing reports.
  • Creation of a Facebook page for sharing and publishing reports.
  • Creation of a Telegram group for sharing and publishing reports.
  • Procurement and acquisition of two computer units, one Epson A3 color printer, and one Epson A4 color printer.

Achievements in the Personnel Affairs Section
The Personnel Affairs Directorate, as one of the most important and decisive departments of the Deputyship for Finance and Administration, has achieved significant and tangible progress over the past two years. The achievements are respectfully listed as follows:

  1. Filling vacant staff, administrative, and contractual positions that had become vacant due to retirement or resignation over the past three years.
  2. Reassigning committed, competent, and professional individuals to vacant administrative and staff positions, considering the directives of the competent authorities.
  3. Conducting managerial workshops and computer training programs, including planning, Microsoft Word, Excel, and administrative correspondence. Newly recruited staff were also sent to workshops as requested by the Directorate of Capacity Building and Development of the Ministry of Higher Education, based on the urgent administrative needs of the institution.
  4. Preparation and organization of the staffing plan for the year 1403.
  5. Efforts to resolve issues related to personnel accidents, recruitment, and capacity development of administrative, staff, and contractual employees of the University.
  6. Fulfilling quality enhancement standards related to the Personnel Affairs Directorate and achieving a standard score in the previous year.
  7. Implementation and compliance with the directives, orders, and policies of the Islamic Emirate, the Ministry of Higher Education, and the authorities of Kabul Polytechnic University.
  8. Improving and simplifying access for applicants, visitors, and newly appointed staff to the processes of dossier preparation, appointment procedures, and other related matters.
  9. Establishing an entry and exit registration office for visitors and staff at the main gate of Kabul Polytechnic University.
  10. Resolving retirement and service extension issues for seven faculty members.
  11. Appointment and extension of service for three NTA employees on a contractual basis.
  12. Checking and data entry of personnel accident records for all staff of Kabul Polytechnic University.
  13. Organization and filing of accident records for faculty, staff, and contractual workers.
  14. Preparation of service periods for current university staff to implement the three-year retirement benefits system.
  15. Transfer, reassignment, and appointment of 120 staff and contractual employees, considering the directives of the University leadership.

    Innovations and Achievements in the Information Technology Section

  1. Establishment of a fully equipped video conferencing facility within the IT Center
  2. Signing of a Memorandum of Understanding with Afghan Telecom to activate IMS services for external communications
  3. Implementation of ICDL training programs for university staff
  4. Development of comprehensive policies and procedures, including:
    • Protection and maintenance of IT equipment
    • Use of studio facilities for producing educational content
    • Management and security of surveillance data
    • Internet usage policies
    • Guidelines for dormitory internet access
    • Regulations for the use of computer laboratories
  5. Deployment of an FTP server to facilitate the sharing of software and essential files
  6. Modernization and upgrading of IT infrastructure with advanced technological equipment
  7. Establishment of an internet club for dormitory students to improve access and support
  8. Standardization of the dormitory biometric network system
  9. Creation of an Innovation and Technology Development Center within the IT Directorate

Achievements in the Finance and Accounting Section

  1. Implementation of the new AFMIS system (Afghanistan Financial Management Information System) of the Ministry of Finance for the monthly salary transfers.
  2. Switching the bank from New Kabul Bank to Pashtany Bank to facilitate easier monthly salary withdrawals for employees.
  3. Increasing the university’s revenue by 40% for Kabul Polytechnic University.
  4. Execution of the payment order for the waterproofing and roof insulation project, totaling AFN 5,571,580 in the year 1403.
  5. Execution of the payment order for the procurement of four types of clothing required for dormitory students, totaling AFN 3,954,000.
  6. Execution of the payment order for the university’s wastewater treatment plant project during the fiscal year 1403, totaling AFN 4,655,472.
  7. Unification of overtime payments and night-shift allowances in the monthly salaries so that university employees do not have to repeatedly visit the bank.
  8. Execution of the dormitory restroom renovation project during the fiscal year 1403, totaling AFN 11,864,209.
  9. Execution of dozens of payment orders for projects under AFN 500,000 after the establishment of the Islamic Emirate of Afghanistan.
  10. Introducing students eligible for living allowance to the bank for opening bank accounts and ensuring transparency in the allowance disbursement process.
  11. Establishing a MasterCard account and transferring advance funds for the University President to facilitate urgent purchases within and outside the countr

Dormitory Section (Achievements and Activities)

  • Procurement and purchase of 1,000 mattresses, 1,000 pillows, 1,000 blankets, and 1,000 new bed sheets for dormitory students.
  • Renovation and reconstruction of the restrooms in the 1st, 2nd, and 3rd dormitory blocks.
  • Repair and restoration of the dormitory kitchen gas system.
  • Procurement and purchase of necessary kitchen supplies and equipment for the dormitory kitchen.
  • Repair and painting of the food storage warehouse (Takhabi Depot) of the Dormitory Directorate.
  • Procurement and purchase of a water filtration unit with a capacity of 1,000 liters per hour.
