A Brief History of the Faculty of Transportation Engineering

The Faculty of Transportation Engineering at Kabul Polytechnic University began its operations in 2014 as one of the core faculties within the university's structure.

The establishment of the faculty followed a proposal from the Department of Transportation Engineering to upgrade its status by creating a separate Department of Railway Engineering, based on the country's critical needs. This initiative was included in the university's institutional plan for 2014. After the plan's approval, the faculty was officially established (Refer to Letter No. 525/792, dated 16/02/2014, from the General Directorate of Consolidation of Affairs of the Ministry of Higher Education).

By official decree dated 04/03/2015, Professor Mohammad Nazir Nejabi was appointed as the first Dean of the faculty. Subsequently, through a separate decree in 2015, the leadership of Kabul Polytechnic University also appointed Professor Nejabi as the Head of the newly created Department of Railway Engineering.

Later, as deemed necessary by the university leadership and based on Proposal (1704) from the respected Ministry of Higher Education and Decree (2768) from the esteemed Office of the Prime Minister, Diploma Engineer Mohammad Amin Amin was appointed on 19/10/2025 as the second Dean of the Faculty of Transportation Engineering, succeeding Professor Mohammad Nazir Nejabi.

The Faculty of Transportation Engineering is one of the most active faculties at Kabul Polytechnic University. It possesses a strategic plan, required quality assurance mechanisms, a five-year operational development plan, and has established several memoranda of understanding. Through these frameworks, the faculty provides valuable services to its students, the community, and relevant sectors.

The faculty currently comprises the following two departments:

  1. Highway and Transportation Engineering
  2. Railway Engineering

Currently, both departments have a total of 15 Academic members. Among them, six hold Master's degrees, six hold Bachelor's degrees, and two hold Doctorates. Furthermore, one faculty member is currently pursuing a Doctoral degree in Japan.

As of 2024, the faculty has 424 enrolled students: 224 students in the Department of Highway and Transportation Engineering and 200 students in the Department of Railway Engineering.

Finally, the faculty also runs a graduate program. Currently, 51 students from both departments are enrolled in the Master's program in Transportation Engineering, and 48 students have already graduated from this program. This program was established to train undergraduate graduates of Highway and Transportation Engineering, Railway Engineering, and Airport Engineering for the sustainable development of the country.

As stated in the vision of the respected Ministry of Higher Education of the Islamic Emirate of Afghanistan: "The Ministry of Higher Education is committed to using efficient human resources and modern technology to provide advanced education through transparent and dynamic administration, achieving a distinguished position in the region for training committed, specialized, entrepreneurial, and pioneering human resources in knowledge production."

Furthermore, the objectives of the Strategic Plan of the respected Ministry of Higher Education are stated as follows: Improving education, revising curricula, and strengthening capacity-building programs.

In line with the vision and strategic objectives of the respected Ministry of Higher Education of the Islamic Emirate of Afghanistan, this faculty consistently strives to follow them and has undertaken significant efforts in this regard. With the help of God Almighty and the dedication of the faculty's professors, these objectives will be achieved. In this context, the faculty has completed scientific and research projects for the respected ministries of Public Works, Transport and Aviation, Rural Development, and the Kabul Municipality, based on the requirements of the relevant authorities and sectors.

Ultimately, this faculty is committed to pursuing the lofty goals of the Islamic Emirate of Afghanistan and the respected Ministry of Higher Education by training faculty members according to updated regional and global standards, providing quality services, and conducting research projects in collaboration with the relevant respected administrations and sectors.

 

Faculty Mission

The mission of the Faculty of Transportation  Engineering is to enhance the level of knowledge of its graduates through quality, up-to-date education aligned with labor market demands, and to contribute to solving the country's problems for societal growth and meeting national needs.

  4. Greater emphasis on the graduate studies (Master's and Doctorate) of faculty members.

Research Objectives

  1. Research in the field of Railway Engineering.
  2. Research in the field of Highway and Transportation Engineering.
  3. Research in the area of Transportation Engineering (Bridges, Tunnels, etc.).
  4. Research in the field of pedagogical issues in higher education.
  5. A research project titled: "Determining Suitable Ballast Materials for the National Railway Network."

Technical and Infrastructural Objectives

  1. Developing cooperation with relevant government and private sector institutions in the country.
  2. Completing equipment and providing facilities commensurate with the needs of the faculty's educational, research, and administrative programs.

Laboratories

  1. The Department of Highway and Transportation Engineering has one well-equipped laboratory with full facilities.
  2. The Department of Railway Engineering currently does not have any laboratory equipment.

Faculty Academic Programs

Undergraduate Program for the Department of Highway and Transportation Engineering and the Department of Railway Engineering

This program consists of nine semesters. Eight semesters are dedicated to courses according to the curriculum, and the ninth semester involves a diploma project, as outlined in the curriculum.

Curriculum and Academic Policies for the Bachelor's Program of the Highway & Transportation Engineering and Railway Engineering Departments

Teaching Methods

Teaching methods in these departments are as follows, according to the specifications of the courses:

  1. A blended approach, including lecturer presentations and Student-Centered Learning (SCL).

Student Assessment Methods

Attendance Policy:

  1. Regular student attendance at all theoretical and practical sessions is mandatory.
  2. Students may only be absent for up to 25% of the sessions with a valid reason.
  3. Absence exceeding 25% will result in ineligibility to take the final exam for the course.

Homework/Assignments Policy:

  1. Student homework accounts for 10 marks (this may vary depending on class projects and assignments).
  2. Homework marks are included in the calculation of the student's final grade.
  3. Plagiarism and copying the research work of others will result in a zero score for the assignment.
  4. In case of failure to complete homework for valid reasons, the student must inform the instructor before the specified deadline.

Late Work Policy:
Class tests, homework, and other academic assignments cannot be submitted late. Students must inform the course instructor in advance about any issues and obtain their approval.

Grading Policy:
Assessment and grade distribution are conducted according to Article 63 of the Credit System Regulations as follows:

  1. Attendance and Class Participation/SCL Activities (Marks per Credit Regulations)
  2. Homework or Problem-Based Learning - PBL (Marks per Credit Regulations)
  3. Midterm Exam (or Class Project) (Marks per Credit Regulations)
  4. Final Exam (Maximum) (Marks per Credit Regulations)
  5. Total (100 Marks)

Student Rights and Responsibilities:

We will work together to enhance the necessary knowledge, skills, and conduct related to the course. Students must work in close collaboration, respect each other's opinions and individual characteristics, and provide equal opportunity to one another. They must adhere to the ethics and behavioral principles required in an academic environment and avoid actions that disrupt the teaching process. They should fulfill their active role in the educational process with time commitment and creativity.

Academic Dishonesty Policy:

Academic dishonesty includes cheating, fabrication of information, incorrect citation, plagiarism, and other activities performed by students during their studies. Committing such acts by a student is entirely unacceptable, and the suspected student will be dealt with according to the regulations of higher education.

The course instructor has the primary responsibility for identifying and addressing academic dishonesty. If the instructor confirms a student's academic dishonesty, after investigating the matter and hearing the student's defense, they will make a decision regarding referring the case to the relevant authorities.

The instructor's decision regarding handling academic dishonesty will not affect the coursework of other students. The course instructor will inform the faculty administration of the incident's evidence with documentation. The faculty administration will take action according to the law and maintain all related documents and evidence.

Academic Program

Duration of Study

The program spans nine semesters. In accordance with the Undergraduate Education Regulations, the Code of Conduct and Discipline, and other legislative documents, students are required to complete this period in order to graduate.

Master's Program of the Faculty of Transportation Engineering

In compliance with the Postgraduate Education Regulations, there exists a Master's Committee at the faculty level and a Master's Program Board at the university level. Their composition, duties, and responsibilities are defined within the Postgraduate Education Regulations.

The vision of the Master's Transportation program is to establish a program that meets regional and international standards.

Master's Curriculum Mission

The Master's Program in Transportation Engineering educates Bachelor's graduates of this field to the Master's level, enabling them to better solve professional problems within society.

Program Curriculum Objectives
The objectives of the Master's Program in Transportation Engineering are:

  1. To elevate the knowledge level of Bachelor's graduates in this field to a Master's standard.
  2. To address the problems and challenges faced by sectorial administrations in the transportation sector.
  3. To enable graduates of this program to better design, construct, operate, plan, and maintain transportation infrastructure.

Expected Learning Outcomes

The expected outcomes of this Master's program, considering the requirements of sectorial ministries and the labor market, are as follows:

  1. Replacement of foreign experts with Afghan specialists in the field of transportation engineering.
  2. Solving advanced transportation engineering projects at the national level.
  3. Educating Master's graduates within the country.

Tuition and Fees

Students in the undergraduate programs of this faculty are admitted through the National Entrance Examination (Kankor) Committee. They are supported by the Islamic Emirate of Afghanistan free of charge and study without tuition fees. In the Master's program of this faculty, students pay fees on a per-semester basis.

The current student statistics for the year 1404 (2025/2026) in the Departments of Highway & Transportation Engineering and Railway Engineering are 224 and 200 students respectively, totaling 424 students studying at the faculty level.
