Department of Geographical Information Systems
About Department
The Department of Geographical Information Systems was established in 2014 at Kabul Polytechnic University as a degree-granting academic department, following a needs assessment by the General Directorate of Geodesy and Cartography and in response to demands from relevant ministries and sectoral organizations. In the same year, the first cohort of students was admitted through the national university entrance examination. In 2024, based on proposals from the department and faculty and in line with international academic standards, the department was officially renamed the Department of GIS and Remote Sensing.
Graduates of this program are qualified to serve the community and the nation as specialists in GIS, remote sensing, photogrammetry, cartography, and survey engineering across various ministries, governmental agencies, and sectoral organizations. To date, hundreds of students have completed the bachelor’s degree program and are currently employed in diverse institutions across the country.
Currently, the department is supported by dedicated, knowledgeable instructors who actively advance academic, research, and administrative activities. Continuous efforts are made to ensure that all educational and research processes are conducted within a structured, standardized framework aligned with regional and international practices, and that a high level of scientific rigor and practical quality in education is consistently maintained.
Objectives of the Department
The Department of GIS and Remote Sensing pursues the following objectives:
- Educating and preparing young professionals with high-quality, specialized engineering knowledge, grounded in Islamic and patriotic values and strong ethical principles.
- Authoring, translating, and developing academic books and educational materials to support teaching and learning.
- Recruiting qualified academic staff and strengthening the professional capacity of existing instructors.
- Equipping the department with modern technologies to enhance education, research, and laboratory capabilities.
- Continuously reviewing and updating the curriculum to ensure relevance, quality, and alignment with contemporary scientific and industry standards.
- Promoting a healthy and inclusive academic environment that discourages political, ethnic, linguistic, and religious biases.
- Planning for the establishment of a master’s program in GIS and Remote Sensing in the future.
- Participating in and supporting initiatives to establish a doctoral program in Geoscience Engineering.
- Developing scientific, research, and academic partnerships with national and international universities, and concluding memorandums of understanding and cooperation agreements with ministries, organizations, and sectoral institutions.

The Department of GIS and Remote Sensing aims to train creative, capable specialists grounded in modern knowledge and technology, enabling them to actively contribute to the improvement and sustainable development of natural resources and to compete with regional specialists and engineers.
Mission
Activities of the Department
In addition to teaching and conducting scientific research at Kabul Polytechnic University, the Department of GIS and Remote Sensing has undertaken—and continues to undertake—a range of other activities. The most important of these are as follows:
- Active participation and presentation of scientific research papers at the annual Scientific Research Conferences of Geomatics Engineering at Kabul Polytechnic University.
- Active participation and presentation of scientific research papers at other scientific conferences, including the International Water Conference of Kabul Polytechnic University and the Om-ul-Bilad Conference of Balkh University.
- Organizing a one-week GIS and RS workshop for capacity building of Kabul Polytechnic University instructors in 2022 in collaboration with the PDC.
- Conducting a one-week SPSS statistical program workshop for capacity building of Kabul Polytechnic University instructors in 2022 in collaboration with the PDC.
- Organizing a one-week GIS and RS workshop in the engineering field for instructors of Kabul Polytechnic University in 2025 in collaboration with the PDC.
- Conducting a GIS workshop by one of the department’s teachers for capacity building of employees of the Ministry of Energy and Water at the ministry’s headquarters in 2025.
- Organizing a workshop on “How to Write a CV” for students of Kabul Polytechnic University in collaboration with the University Research Directorate in the fall semester of 2025.
- Continuous collaboration and provision of technical consultations to the Engineering Maintenance Department of Kabul Polytechnic University regarding internal and external projects of the university.
- Active participation and contribution in clusters for drafting and revising the undergraduate curriculum of the GIS and Remote Sensing program at the Ministry of Higher Education in the winters of 2019 and 2024.
- Active participation and contribution in drafting the GIS curriculum at the Technical and Vocational Education and Training Authority in the winter of 2023.
- Conducting a one-month capacity-building workshop for employees of the Afghanistan Land Authority (ARAZI) in collaboration with instructors of the Department of GIS and Remote Sensing in 2018.
- Organizing a one-week property registration workshop for Kabul Province employees of the Urban Development Directorate of the Ministry of Urban Development and Housing in 2019.
Facilities
The Department of GIS and Remote Sensing has standard classrooms, equipped laboratories, and modern specialized instruments. The equipment for these laboratories was provided through a collaboration between the World Bank and the United States Embassy in Kabul and is currently used for teaching, laboratory exercises, undergraduate and master’s research projects, and faculty research.

- Modern Digital Level field equipment for obtaining elevation differences and determining land slopes.
- Modern Digital Theodolite field equipment for measuring horizontal and vertical angles.
- Modern EDM field equipment for precise measurement of distances and remote areas.
- Modern GPS Station field equipment with high accuracy for obtaining coordinates of reference points.
- Handheld Garmin GPS devices for collecting spatial data in the field.
- Laser meters for precise and rapid distance measurements.
- Equipped laboratories with computers, cameras, LEDs, air conditioning (AC), and solar power systems.
- A solar energy system with the capacity to produce 8 kilowatts of electricity per hour to supply power to laboratories and classrooms.
- Dozens of other specialized instruments and field-related tools.

Research Areas
The Department of GIS and Remote Sensing, a key specialized unit within Geomatics Engineering, focuses on the analysis, modeling, and interpretation of spatial and non-spatial data. The department aims to provide both theoretical and practical education in GIS and Remote Sensing, equipping students with the scientific skills needed to analyze and use spatial information across the natural, social, urban, and environmental sectors. The department’s research areas are as follows:
1. Spatial Analysis
Spatial analysis, a fundamental aspect of GIS, examines relationships, patterns, and the spatial distribution of phenomena. This research pathway involves studying environmental changes and land use using multi-temporal satellite imagery and evaluating the spatial distributions of natural and human phenomena. It also includes analyzing urban development trends, infrastructure network expansion, and the environmental impacts of human and industrial activities. Preparation of thematic maps based on social, statistical, and ecological data is another key activity in this area.
2. GIS Modeling
Spatial modeling in GIS is an essential tool for analyzing current conditions and predicting future scenarios. This area encompasses modeling land use changes, simulating natural phenomena such as floods, avalanches, landslides, droughts, and earthquakes, and analyzing linear networks, including traffic, electricity, gas, telecommunications, and sewerage systems. Multi-criteria decision-making models such as AHP, ANP, TOPSIS, and FAHP are used for project site selection and management. Additionally, spatial statistical analyses are used to study environmental and social changes.
3. Application of GIS and Remote Sensing in Water Resource Management
Water resource management is a critical contemporary challenge. This area focuses on analyzing and managing water resources through satellite imagery and GIS. Key activities include monitoring surface and groundwater changes, modeling watersheds, assessing the impacts of climate change on water resources, and analyzing trends in groundwater levels. Identifying drought- and flood-prone areas by integrating ground and satellite data is also a significant focus.
4. Application of Remote Sensing in Forest Management
Remote sensing is a powerful tool for large-scale forest analysis and management with high spatial and temporal accuracy. Satellite and aerial imagery enable the study of forest environmental characteristics without physical presence. This pathway supports natural resource management by providing multispectral, thermal, and structural information to:
- Identify and analyze changes in forest cover
- Detect deforestation and illegal logging
- Assess forest health and environmental stress
- Manage and predict forest fire risks
- Estimate carbon storage and forest biomass
5. Natural Hazards Management
This area focuses on assessing the area's vulnerability to natural hazards, including landslides, floods, avalanches, storms, drought, and earthquakes. Activities include mapping high-risk areas, developing remote-sensing-based early warning systems, and analyzing potential damage before and after disasters. It also supports disaster analysis for improved reconstruction and crisis management.
6. Land Use Change Analysis and Environmental Assessment
This research area studies changes in vegetation cover and land use through satellite imagery and examines the impacts of human development, industrial activities, and climate change on natural ecosystems. Remote sensing technologies are applied to detect environmental pollution (air, water, and soil). Additionally, this area explores the application of GIS and Remote Sensing to sustainable development, the evaluation of development project impacts, natural resource management, and environmental decision-making.
7. Sustainable Development and Regional Planning
In this area, spatial data and modeling are used to analyze and manage urban expansion. Focus areas include land-use planning, preventing unbalanced expansion, assessing the environmental impacts of infrastructure projects, and ecosystem management. Emphasis is also placed on evaluating environmental capacity for the sustainable use of natural resources.
8. Sustainable Development and Management of Agricultural Products
This area applies GIS and Remote Sensing to agricultural evaluation, including monitoring plant health, estimating soil fertility and erosion, managing agrarian water resources, and predicting changes in cropping patterns. By leveraging satellite imagery and spatial analyses, this research area enhances decision-making processes in agricultural management.

Biography or CV
Ahmad Shekib IQBAL was born in Kabul, Afghanistan, in 1992. He graduated with high distinction from Naderia High School in 2010. After successfully passing the national university entrance examination (Kankor), he enrolled in 2011 in the Department of Engineering Geodesy at Kabul Polytechnic University. In 2015, he completed his undergraduate studies at the Faculty of Geomatics and Cadastre, earning a Bachelor’s degree in Engineering Geodesy with academic excellence.
In 2016, Mr. Iqbal was awarded a scholarship from the Republic of Türkiye and traveled to Türkiye on 17 October 2016. After completing a one-year Turkish language program, he pursued his graduate studies at Gebze Technical University (GTU) in Kocaeli. On 9 April 2020, he obtained a Master’s degree in Geomatics Engineering, with a specialization in Geodetic and Geographic Information Technologies. After completing his studies, he returned to Afghanistan to continue his academic and professional work.
After successfully passing the academic cadre examination, Mr. Iqbal was appointed as an Assistant Professor in the Department of Geographical Information Systems (GIS), Faculty of Geomatics and Cadastre, on 2 March 2021. Based on the department’s recommendation and with the Ministry of Higher Education's approval, he was appointed Head of the GIS and Remote Sensing Department on 3 November 2024. After fulfilling all required academic and administrative criteria, he was promoted to the academic rank of Pohanmal on 1 March 2025.

Biography or CV
Ahmad Shakeb SAHAK, son of Mohammad Rasool, was born in 1990 in an intellectual family in the Paghman district of Kabul province. He completed his school education at Habibia High School, graduating in 2007. After successfully passing the Kankor examination, he was admitted to the Engineering Geodesy Department in the Faculty of Geology and Mines at Kabul Polytechnic University. Upon completing his Engineering Geodesy studies, he earned his bachelor's degree from the same faculty in 2012.
On 30 September 2014, with approval from the Engineering Geodesy Department, he traveled to Kazakhstan to pursue a master's degree. After completing his studies, he returned to the country on 30 June 2017 and resumed his duties in the Engineering Geodesy Department. Upon his return, he was confirmed in the academic rank of Pohanyar (Assistant Professor).
On 31 August 2019, with the approval of the Geographical Information System Department, he traveled to Turkey to pursue doctoral studies. His research areas include remote sensing, satellite image processing, spatial analysis, and artificial intelligence. To date, he has published six scientific research articles in national and international journals.
He has also contributed to the private sector. He served as Survey Manager at GeoPlanning Survey and Design Company from 2011 to 2015, and as Technical Advisor at GeoAI Engineering Services Company from 2017 to 2021.

Qais Ahmad ARIA was born in 1992 in an intellectual and religious family in Kabul. In 2010, he graduated with top honors, ranking first overall at Khwaja Abdullah Ansari High School.
After successfully passing the university entrance examination in 2011, he enrolled in the Engineering Geodesy Department at Kabul Polytechnic University's Faculty of Geology and Mines in 2012. He completed his higher education in 2016 in Engineering Geodesy at the Faculty of Geomatics and Cadastre, earning a bachelor’s degree with top honors.
After 1.5 years as a GIS officer at IMMAP Afghanistan, motivated by a strong interest in teaching and a sense of service to the country, he successfully passed the academic cadre examination on 24 July 2017. He joined the academic staff of the Faculty of Geomatics and Cadastre as a lecturer.
On 31 October 2017, after obtaining an open scholarship from Turkey and with departmental approval, he traveled to Turkey. Following the completion of a one-year Turkish language program and his higher education, he earned a master’s degree with top honors in 2020 in Remote Sensing and Geographic Information Systems (GIS) from Eskisehir Technical University (EsTU) in Eskisehir, Turkey. Subsequently, he returned to his homeland to continue serving his country. After fulfilling all academic promotion requirements and completing the necessary legal procedures, he was promoted from the academic rank of Namzad Pohanyar to Pohanyar on 24 July 2021.
From 14 August 2022 to 9 November 2024, he served as the Head of the Department of GIS and Remote Sensing. Since 4 June 2023, he has served as Deputy Dean of the Faculty of Geomatics Engineering. In addition, he has been an active member of several faculty- and university-level committees and is responsible for the curriculum and monograph committees of the Faculty of Geomatics Engineering.
His research interests include remote sensing, satellite image analysis and processing, spatial analysis and modeling in GIS, and multi-criteria decision-making methods. To date, in addition to his master’s thesis, he has published three scientific research works in national and international journals. He has also participated in national and international scientific conferences and has presented eight scientific research papers. He is currently translating the book Principles of Applied Remote Sensing as his primary academic work toward promotion to the academic rank of Pohanmal. The translation and revision process is nearing completion and will soon be submitted for publication.
It is also noteworthy that he continually works to improve and update lecture notes and curriculum content for the GIS and Remote Sensing Department. Throughout his teaching career, he has taught several specialized courses, including Fundamentals of Remote Sensing, Remote Sensing I and II, Fundamentals of GIS, Spatial Analysis, and Theory of Errors. The translation and revision process is nearing completion and will soon be submitted for publication. Active professional participation was carried out in the following projects funded by the IMMAP Afghanistan Office between April 10, 2016, and September 27, 2017:
- Cleaning and accuracy verification of spatial data for educational and academic centers in Afghanistan for use in the Afghanistan Spatial Data Center (ASDC).
- Preparation of maps and various analytical reports under the Common Operating Picture (COP) project.
- Preparation of maps and reports for the Disaster Risk Reduction (DRR) project.
- Technical translation of the Afghanistan Spatial Data Center (ASDC) website.

Name and Surname: Mirza Shereen ZAMANI
Biography or CV
Mirza shereen ZAMANI, son of Mohammad Taher, was born in 1997 into an intellectual family in the Siyah Ghorband district of Parwan Province. In 2014, he completed his school education with high distinction at Abdulhadi Shaheed High School in Parwan Province. After successfully passing the university entrance examination (Kankor), he enrolled in the Geographical Information Systems Department at Kabul Polytechnic University's Faculty of Geomatics and Cadastre in 2016. He graduated from this faculty in 2019 with a bachelor’s degree in Geographical Information Systems.
After completing his bachelor’s degree, he served for one year as General Manager of GIS at the Ministry of Mines and Petroleum. He subsequently worked for one year and seven months as a lecturer in the Survey Department of the Construction and Geodesy Institute under the Technical and Vocational Education and Training Administration.
Due to the academic needs of the Department of Geographical Information Systems, Faculty of Geomatics and Cadastre, Mirzashereen Zamani was appointed as a Namzad Pohanyar in the academic staff of this faculty on January 4, 2023.

Integration of satellite remote sensing data from microwave sensors, including radar (SAR), and optical sensors using machine learning and deep learning methods; application of GIS in spatial analysis through MCDA algorithms.

Biography or CV
Abulfazl SAFDARI, son of Mohammad Salim, was born in 1999 into an intellectual family in the Qarabagh district of Ghazni Province. In 2017, he completed his schooling with high distinction at Sayed-ul-Shuhada High School for Boys (under the jurisdiction of Kabul's 13th educational zone). After successfully passing the Kankor exam in 2018, he was admitted to the Geographical Information Systems Department in the Faculty of Geomatics and Cadastre at Kabul Polytechnic University. Upon completing his studies in Geographical Information Systems, he graduated with a bachelor’s degree from the Faculty of Geomatics and Cadastre in 2022.
After completing his bachelor’s degree, he served for one year as Agriculture Manager in the Directorate of Agriculture and Rural Development and as NGO Manager in the Directorate of NGO Registration and Coordination at the Ministry of Economy. Subsequently, due to the needs of the Geographical Information Systems Department and the Faculty of Geomatics and Cadastre, he was appointed as a Namzad Pohanyar in the academic staff of this faculty on December 16, 2023.

Biography or CV
Khan Bahadur KHAN, son of Mohammad Nader, was born in 1998 in the Ghani Khel district of Nangarhar Province into an enlightened family. After completing high school, he graduated from Naderya High School in 2017 and, through the 2019 Kankor exam, was admitted to the Engineering Geodesy Department at Kabul Polytechnic University.
He graduated in 2023 with a bachelor’s degree in Engineering Geodesy from the Faculty of Geomatics and Cadastre with high distinction. After graduation, in 2024, he served for seven months as a Senior Topographic Survey Engineer in the Directorate of Facilities of the General Directorate of Constructions at the Ministry of Interior Affairs.
After passing the academic cadre examination, he was appointed as a Namzad Pohanyar in the Department of GIS and Remote Sensing on March 3, 2027.
Research Areas
Research areas at the intersection of geoinformatics and land management include spatial analysis, geographic data modeling, and the development of standardized databases for land administration systems. His scientific and research activities include designing and developing spatial databases using PostgreSQL and PostGIS, enhancing land and property management systems through GIS and remote sensing technologies, and integrating topographic, cadastral, and urban planning data. Additionally, he applies spatial analysis to support institutional decision-making in land administration and develops technical frameworks for digitization to improve transparency and accuracy in property management processes.

- Construction of Teaching Hospitals in Helmand and Badakhshan Provinces
In these projects, he served as a Topographic Survey Engineer. His responsibilities included conducting precise topographic surveys, systematically collecting field data, analyzing technical information, and preparing standardized maps for the design and implementation phases of the projects.
