Introduction of the Deputyship for Finance and Administration
The Deputyship for Finance and Administration of the University is committed to overseeing the implementation of all administrative affairs in accordance with the University’s strategic plan and its financial, accounting, and procurement frameworks. This oversight is carried out based on service, construction, human resources, and facilities contracts. Relying on collected statistics, figures, and reports, the Deputyship undertakes budget estimation, conducts comprehensive audits of budget plans, and examines whether implemented activities have been carried out in line with approved plans. It further evaluates the institution’s strengths and weaknesses from financial and human resources performance perspectives, daily operations management, and other related activities in accordance with the job descriptions, and incorporates the findings into subsequent planning processes.
In addition, this Deputyship is responsible for establishing and rigorously implementing an administrative system based on the laws, regulations, bylaws, and procedures of the Ministry of Higher Education, the University, other relevant institutions, and directives from higher authorities. This is done to create an enabling environment for achieving educational objectives, training specialized and professional human resources, promoting socio-economic development, increasing revenue through the advancement of organizational management, capacity building, and the delivery of high-quality services.
The Deputyship for Finance and Administration of Kabul Polytechnic University, while supervising the financial and administrative affairs of the institution, is also responsible for facilitating and providing the necessary facilities, equipment, and resources required for the effective functioning of other deputyships and faculties. Through optimal utilization of physical capacity and human resources, it strives to enhance the quality of the University’s core output—namely academic services—and deliver them to society in accordance with established standards and benchmarks.
In the area of recruitment, the Deputyship endeavors to employ educated, professional, and specialized personnel in compliance with the laws, regulations, and bylaws of the Ministry of Higher Education and Kabul Polytechnic University. These efforts aim to improve financial and administrative performance, establish transparency and efficiency in financial and administrative processes within subordinate departments, implement operations based on scientific and academic standards, and provide opportunities to effectively utilize the practical skills of experienced staff.
Since its establishment to date, the Deputyship for Finance and Administration has consistently worked alongside the esteemed Office of the President and other deputyships, sparing no sincere effort to enhance the level of knowledge and capacity. It has always sought to promptly procure and supply essential goods to administrative and academic units within the approved budget, and has made all necessary resources available to elevate the educational standards of the sons and daughters of this nation.
Vision of the Deputyship for Finance and Administration
The Deputyship for Finance and Administration is determined, in line with the University’s strategic plan, to design and implement all departmental plans with the aim of achieving financial sustainability. This includes revenue generation, provision of equipment and facilities, recruitment of qualified personnel, enhancement of staff capacity, and delivery of services as an academic component of Kabul Polytechnic University. Furthermore, it is committed to providing the necessary financial and administrative support to improve and strengthen the scientific and academic standards of the University.
Objectives
Objectives aligned with the strategy of standardizing and modernizing all academic and administrative aspects of the University include:
- Establishing a mechanism for enhancing staff capacity and professional development
- Preparing the budget in accordance with the University’s programs and plans
- Establishing a committee for budget formulation and expenditure oversight
- Developing an effective operational plan for the maintenance and protection of the University
- Following up on the construction of four academic blocks for the faculties through the National Procurement Authority
- Ensuring balanced and equitable equipping of University departments
- Developing a management program for the University’s drinking water supply

Committees
- Finance Committee:
The Finance Committee operates under the Deputyship for Finance and Administration through the Directorate of Finance and Accounting. Comprising eleven (11) members, the Committee is responsible for reviewing, formulating, and overseeing the budget and expenditures. All University expenditures are processed through a unified mechanism to ensure improved efficiency, transparency, and quality of financial services within the University. - The Website Committee of Kabul Polytechnic University has both advisory and executive responsibilities and is tasked with providing guidance on the development, maintenance, and content of the University’s website. The Committee offers recommendations regarding website design, graphics, content placement, and overall functionality.
The mission of the Kabul Polytechnic University Website Committee is to enhance communication and awareness by providing timely, accurate, and useful access to information about all activities of the University through the website.

The establishment of a Complaints Committee for faculty members, students, administrative staff, and service personnel is considered an essential need of Kabul Polytechnic University. This Committee consists of four (4) members and is responsible for receiving, reviewing, and addressing complaints submitted by members of the University.
