English Language & Computer Learning Center (ELCLC)
At ELCLCs, our mission is to develop English Language and Computer skills of Afghan universities’ students and faculty members to enable them use international academic resources in their academic activities and/or pursuit higher studies at international universities.
English Language and Computer Learning Centers (ELCLCs) is a U.S. Embassy funded project, which is being implemented by Educational Support Organization (ESO), a non-profitable Afghan local NGO. ELCLCs operate in six Afghan universities, namely, Kabul University, Kabul Polytechnic University, Balkh University, Herat University, Kandahar University and Nangarhar University, as well as provide ICDL train-ings to the staff of Ministry of Higher Education(MoHE). The ELCLCs project is the successor to the Afghan eLearning English Support Project (AeLESP), funded by the U.S. Embassy until Jan 31st, 2011, which itself was the successor of the Afghan e-Quality Alliances (AeQA), funded by USAID until Dec 31st, 2010.
What ELCLCs Offer?
In order for students, faculty members and lecturers of Afghan universities to keep up with the global standards, basic knowledge of English language and IT are essential. ELCLCs’ courses are designed to in-clude English as a Foreign Language (EFL), Academic Writing courses for university students and faculties, TOEFL preparation courses, fast-track interchange courses for university faculties, English for Specific Pur-poses (ESP), and Information and Communication Technology (ICT) courses. Additionally, ELCLCs develop ESP textbooks for a number of faculties in all six universities as well as support KPU GIS department by providing prerequisites GIS trainings to the students of this department. The courses in ELCLCs are taught by qualified Afghan instructors with research-proven methodologies, equipped computer labs, high-speed wireless Internet access, up-to-date Computer Assisted Language Learning (CALL) technologies and com-prehensive course curricula developed by Washington State University. ELCLCs are an important resource for students, including many females, who want to learn English and computer skills to enhance their aca-demic capabilities.
Computer Training Programs Using ICDL/ECDL
The computer training program focuses on teaching basic/advance computer skills and the use of the interent for academic purposes using ICDL programs.
ECDL/ICDL: Waht is it ?
International Computer Driving Licence (ICDL), is the international standard in end-user computer skills. The ICDL Core Syllabus consists of 7 modules which define the skills and competencies necessary to be a proficient user of a computer and common computer applications.
In order to achieve the ICDL certification, individuals must pass a test for each of the 7 modules. ICDL Module 1 is a theoretical test of computing knowledge at a general level, while modules 2-7 are predominantly practical skills tests.
Individuals who have achieved the ICDL certification can successfully demonstrate their competence in the use of a computer and common computer applications. The following are the 7 modules of ICDL Core:

Academic writing and TOEFL preparation courses:
Afghan university students and faculty members need advanced English language skills for their academic careers at the university, to apply to scholarship programs, and for future job opportunities. Therefore, students and faculty members who can demonstrate advanced English proficiency will be provided with the opportunity to learn academic writing skills and acquire language as well as testing skills for the TOEFL test in ELCLCs. These courses help the participants to pursuit graduate studies at international universities
New interchange series:
ELCLCs Interchange English program consists of nine levels from elementary to advance. Each level is a 60-hour course with one-hour class sessions, 5 days a week. In this program, participants are taught New Interchange third edition along with workbook and video book. In addition to that, students are required to work in Computer Assist Language Learning (CALL) software “Tell Me More” and “Writer’s Companion”. A placement test is given before the program in order to choose students with appropriate level of English for each level. During each level Pre and post tests with 4 quizzes are also given to the participants to evaluate their progress. Students are provided with certificates upon the completion of the following levels:
Elementary (Level 1, 2)
Lower Intermediate (Level 3, 4)
Intermediate (Level 5, 6)
Upper Intermediate (Level 7, 8)
Advanced (Level 9)
Fast track courses:
It is an 80-hour course, designed for faculty members of the host universities. The materials are taken from online sources and the university library. Computer Assisted Language learning software, Tell Me More, is also used to improve participants’ English language skills in a way that is complementary to the fast track topics and syllabus.
ELCLCs English for Specific Purpose (ESP) program is designed to teach English in faculties chosen by English department of each host university in order to enhance students’ English language skills incrementally around their profession. The lessons which are designed for this program include integrated skills activities; students are compelled to practice four skills of English language while doing the activities.

Computer-assisted Language Learning (CALL):
ELCLCs provide English Language trainings that are combined with the CALL technology. CALL is the acqui-sition of knowledge and teaching a second language through utilization of numerous Information and Communications Technology (ICT) approaches and applications. ELCLC is the first ever project in Afghani-stan that is fully equipped with appropriate CALL technologies. CALL provides various distinctive benefits to the students and helps them learn faster and more effectively.
ELCLCs are using TellMeMore (TMM) and Writer’s Companion (WC) as the primary computer applications for teaching English as a Foreign Language. TMM, an award winning software, is such designed and developed that covers all the four areas of English language: speaking, listening, reading and writing with an advanced Speech Recognition technology that helps students improve their pronunciation. Besides being a comprehensive language training software, it offers a mix of excellent exercises in various aspects of learning. In addition to that, this software is very user-friendly that students with very little computer knowledge find no problem while working with it. Moreover, this software offers general English education from Complete Beginner to Business English for students of any field.
